UN General Assembly
This week, New York hosted the United Nations General Assembly, and it has been a remarkable week for EU diplomacy, led by High Representative Federica Mogherini and other EU leaders.
Many issues were adressed, with some very important results: Global Goals on Sustainable Developmenthave been adopted, the Iran Nuclear Deal is about to enter the implementation phase and the Middle East Quartet will resume its important work on the Peace Process.
“Europe is facing the consequences of one of the biggest crises in its recent history. We have acted quickly to align our resources with priorities, doubling the EU funds available to help refugees and the communities receiving them. We are using the EU budget in a swift and flexible way to address this crisis,” says Budget and Human Resources Vice-President Kristalina Georgieva. Managing the Refugee Crisis
The European Commission has made a first set of concrete proposals for €1.7 billion of EU funding in 2015 and 2016 in order to address the refugee crisis.

The money will provide emergency assistance to the most affected EU Member States, increase staffing at front line EU agencies, and provide assistance and humani-tarian aid in third countries.

As ADB forecasts trades in the Pacific will produce more than half of the world’s output by 2050. PM Key already highlighted the benefit that non-TPP countries, such as China , could gain from the signing of the deal.
According to ECIPE, EU needs to think and act bigger – and quickly – in response to TPP, via bilateral agreements which could be put in place to ensure an advantageous market access.

TPP meeting over the weekend
The TPP meeting in Atlanta is likely to last beyond Friday (2/10) due to continuing differences on dairy market access and monopoly protections.
Australia and New Zealand are expected to link their willingness to compromise in such areas as biological drugs with market access concessions for their sugar and dairy industries respectively.
NZ Agricultural trade envoy Mike Peterson is still not happy with dairy market access, while John Wilson (chairman Fonterra) is trying to push for an acceptable outcome on market access with the U.S., Canada and Japan.
As part of a broad package of initiatives to be implemented by 2019, the Commission will adopt a set of measures to support venture capital and risk capital financing in the EU, including the promotion of best practices on tax incentives to attract investors. On Wednesday (30/09), the European Commission unveiled its strategy to strengthen capital markets in Europe and thus reduce the “very high dependence on bank funding”, as President, Jean-Claude Juncker put it, when he took office last year.

Climate Change and Business Conference – 3 weeks away!
2015 is an important year for domestic and international climate policy initiatives. Political and Business leaders in Australia and New Zealand have been invited and will join representatives of offshore governments to outline expectations of the Paris COP21 being held in December.
The conference will enable business leaders to explore the fresh opportunities and examine the risks that decarbonizing the economy create. It will profile leading emission reduction initiatives in Australia and New Zealand and outline the workability of incentives including a carbon price.
